Integrating Renewable Generation and Electric Vehicles

Abstract
The electric power industry is undergoing a worldwide radical transition that is mainly driven by the large-scale adoption of renewable energy resources and plug-in (hybrid) electric vehicles. The integration of intermittent renewable generation and electric vehicles imposes significant challenges to the operation of power systems, and requires new approaches that enable the efficient exploitation of demand flexibility in power distribution systems.
In this talk, I will discuss a new dynamic framework on the scheduling of electric load that is inherently deferrable in time (for example, the charging of many electric vehicles). The hardness in this scheduling problem stems from its dynamic and stochastic nature: it is naturally a sequential decision-making problem under the uncertainty of renewable generation and system load. Through a dynamic programming formulation, we characterize an important structural property of optimal scheduling policies that improves any scheduling policy on a sample-path basis. Under additional (mild) assumptions on the task arrival process, we establish the optimality of the Whittle's index policy when there is always enough capacity to process all the arrived tasks.
